Section 2(e) - Announce the achievements rule

This is the announce the achievements rule:
    if the score is greater than 0:
        announce the beginning of full score;
        announce the tabled part of full score;
        announce the tabled objects of full score;
        announce the tabled rooms of full score;
        announce the end of full score;
    otherwise:
        announce the no score.
