suggestion_disabled is a truth state that varies.

To suspend suggestion hinting: now suggestion_disabled is true.
To reinstate suggestion hinting: now suggestion_disabled is false.

To decide whether suggestion hinting is currently disallowed:
    if suggestion_disabled is true, decide yes;
    decide no.
